UC-AFT Proposals Overview

Here is an overview of the major contract issues still at play in bargaining, and the status in brief, as of Oct. 7th. For details about any of these issues, please review past bargaining updates and blog posts.

Academic Freedom: Secure the academic freedom protections necessary to fully contribute our professional voices to the academy, in accordance with our existing academic standing, and guarantee that librarians control the copyright to the scholarly works they create. Though they offered a “side letter” promising to form a working group to “look into the issue”, the answer is still

UC-AFT rejected the side letter because it would not guarantee academic freedom for librarians, specify a timeline, nor include librarians in the working group.

Corrective Action & Dismissal: Clearer distinction between warning and official corrective action. Suspension without pay is not a break in service. Requesting changes to timelines for response. Corrective action documentation removed from personnel file after one year.

Eligibility for Housing Benefits: Provide access to the same housing benefits available to faculty. These benefits vary from campus to campus, but could make a difference in recruitment and retention of librarians considering relocating to California.

Family and Medical Leave: Allow librarians flexibility to use accrued sick leave so they don’t have to go without pay or benefits during a parental leave to bond with a new baby or newly adopted child.

Flexible Work Arrangements: Can adjust schedule if attending weekend professional development or conferences. Clarify distinction between flexible work arrangements and telecommuting.

New Assignments, Transfers, & Reassignments: Consideration to librarians’ career path and specialization during reassignment.

Peer Review Process: Make improvements to peer review processes and discipline and dismissal processes, to add consistency and clarity.

Personnel Review Action Procedure: Reviewers of files must be academics. Candidates can request off-cycle reviews. Clarifies that candidates can view and respond to file/letters.

Professional Development Funding: Provide adequate, equal funding for each librarian that covers the actual costs of staying engaged and providing leadership in our fields of expertise.

Sabbaticals: Provide access to the same sabbatical leave benefits available to faculty.

Salary: Close the wage gap with CSU and community colleges and improve scale for junior rank librarians through 22-25% salary increases over 3 years, that reflect our professional expectations, academic standing, and increases to the cost of living. View our detailed proposal.

A less-than-inflation 9% over 4 years (3%, 2%, 2%, 2% – the current U.S. inflation rate is 2.7% annually). that further distorts junior rank salaries and fails to address salary compression.

Temporary Appointments: End the abuse of Temporary appointments. When a position is created for work that is ongoing, it should be a permanent position.
